With over 25 years of experience designing, managing, and constructing buildings and bridges, He brings unmatched expertise and leadership to RCE. 

His qualifications include a bachelor’s degree in civil engineering and a master’s degree in Structural Engineering. He is a registered Professional Engineer in NY and a certified project management professional (PMP) from PMI. In his professional career, he designed numerous concrete, steel, masonry, and wood buildings.

In recent years, he has led the structural design of numerous projects, including the design of residential, commercial, and public buildings. He evaluated many buildings for new additional loads and designed reinforcement to the building members where required. He developed designs for numerous additions to the existing structure, such as a porch, deck, canopy, and even additional rooms to the residential and commercial buildings. He developed the foundation design for pre-engineered metal buildings, signboards, flag poles, temporary shoring, and concrete form works.  

He has successfully managed complex projects, including contract management, cost estimation, procurement processes, and tracking. His portfolio includes designing and constructing military complexes, including offices, dining facilities, underground facilities, ammunition storage and supply buildings, power plants, wastewater treatment plants, fueling facilities, and more.

As a highly skilled engineer, Noor is proficient in numerous industry-standard software programs, such as Revit, AutoCAD, Risa 3D, SAP, ETABS, and more. 

In addition to his engineering work, Noor is the author of the Building Estimating Handbook, published in 2016, and has prepared hundreds of cost proposals for diverse construction projects—his commitment to precision, innovation, and quality guides RCE’s mission of delivering outstanding engineering solutions.
